Catherine Dill,
Director of Operations, Council on Strategic Risks

Catherine Dill is the Director of Operations at the Council on Strategic Risks where she is responsible for the critical day-to-day operations necessary for CSR to achieve its mission. She helps manage CSR’s budgets, contributes to developing long-term financial strategies, and plays a leading role in shaping CSR’s continued growth. Catherine also offers her expertise in nuclear policy issues to contribute to projects in the Janne E. Nolan Center on Strategic Weapons, where she was previously a Non-Resident Senior Fellow. 

Prior to joining CSR, Catherine was a Senior Research Associate at the James Martin Center for Nonproliferation Studies, Middlebury Institute of International Studies at Monterey where her research portfolio covered nuclear and missile developments in East Asia, sanctions evasion and illicit trafficking networks, and developments in strategic trade control systems. Additionally, Catherine has done extensive work on satellite imagery and remote sensing analysis on nuclear nonproliferation-related issues, including open-source research, satellite imagery processing, and geospatial analysis. 

From 2019-2022, Catherine was an Associate Fellow at the Royal United Services Institute in London. She also worked as a senior consultant at Booz Allen Hamilton as a radiological and nuclear threats analyst and as an intern in the Verification Division at the Organisation on the Prohibition of Chemical Weapons. 

Catherine holds a Master’s of Arts in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies at Monterey, and a Bachelor’s of Science in Foreign Service from Georgetown University’s School of Foreign Service.
