William (Bill) Beaver
Fellow, Janne E. Nolan Center on Strategic Weapons

Bill Beaver is a Fellow at the Janne E. Nolan Center on Strategic Weapons (The Nolan Center), an institute of the Council on Strategic Risks (CSR). He joined CSR after serving in policy roles for the Department of Defense. He was an analyst supporting the Defense Innovation Board and the Defense Science Board, where he worked on a variety of science and technology policy issues, including the Department of Defense research, development and acquisitions pipeline. Mr. Beaver also consulted for the Bipartisan Commission on Biodefense, helping to develop a research and development strategy for reducing risks from natural and engineered pandemics. He is fluent in Russian and
previously served in Syria as a linguist for several U.S. Special Forces teams and as an interpreter in negotiations between U.S. and Russian military leaders.

Mr. Beaver holds a master’s degree in Russian and East European Studies from the University of North Carolina at Chapel Hill and a bachelor’s degree in Russian language and literature from Goucher College.
